These units are way too good for the scum that will be on trial. They might be for jurors, legal teams, etc that will need housing while they're at GITMO doing their duty.
Those 156 Individual Housing Units don’t look secured as for inmates housing. I think they’re for anticipated increase in site personnel numbers.

Those are housing units, not prison cells. Probably for lawyers or people who stay for more than just one day. And possibly even long term employees.
