Most of Washington uses Clear Ballot machines. Only one county uses Dominion. However, as noted by LRAD it's 100% mail in ballots, it's even in the statutes since 2011.
The quick solution would be for CA residents to recall those congressmembers who overtook Republicans after the election.
We need to restore some of our advantage in the House.

CA might be too big to rig because of all the angry residents. If not, maybe Trump can get Newsom to agree to voter ID first (in exchange for recovery funding).
Another advantage for Republicans in a recall is the mass deportation of illegals. This might make rigging a recall election more difficult, too.
Washington is a strictly mail in ballot state.. Bob is protecting his illegal voters and trying to keep the Democrats in power. If his voting base gets arrested and deported they will lose the majority. The panic is real.
