Total gov't budget including benefits would need less than a trillion a year, if that. Remember even with tariffs and no income tax, we all still pay into social security, that is a massive pool that people ignore all the time.

IIRC it is part of the executive branch. President is boss of that branch, so yeah, he can do what he wants.
Regardless of even that, if there is fraud, then he is also the chief of all police in the country. He can go in and shut it down that way too.

Congress says here we want this done. The Executive branch makes sure it gets done. Again though, if there's illegal shenanigans, he also has a duty to go after it.

Uncovering the corruption is step one. Firing those responsible is step two. It needs to go further than that, there needs to be prosecutions. Making the Trump admin aware there is a public interest in prosecuting these people needs to be step three.
