Things like: Security had to be posted in a certain area, then the fencing had to be removed, then the brand new reactor head had to be moved through the open fencing, then fencing had to be restored and tested, and that was the easy part. Other things depended on reactor levels, safety measures, evacuations of certain areas, power switching to generators, certain systems shut down while other systems are first patched then shutdown - it was incredible. This is an order of magnitude over the project at the plant.
I have a feeling it's going to be more eye opening than just dollars. I've heard chatter that thousands of missing children have been found hidden away in FEMA camps.
