I think you may be spot on. He used to look happy and comfy. Now he looks serious, almost like a bodyguard. If I had to guess, I'd say he likely carries now to protect himself and the rest of his family. He has the look of a new concealed carrier - the one where they realize they suddenly have more responsibility with a gun on their person. It usually goes away once they get used to carrying in a few weeks or so and realize it is a normal thing to do.
This new budget would continue to fund the very waste and fraud that DOGE has exposed. That’s a bitter pill to swallow. The people responsible for this are the weak speaker and fellow republican congressmen who didn’t do their job.

The spending on both of those is absolutely necessary and will save a ton of money as they complete their missions. Nationalist Populism is actually not "classically liberal" economically, so it's not in alignment with the right-libertarian economic view that Massie espouses. The Republicans are not in power based on a libertarian-leaning majority of the electorate, because the majority of the electorate does not care for such principles. Trump's Populist movement, similar to the analogous movements in Europe, is instead based on a principle of "solidarity", which translates as a rather classically leftist (social democratic) economic program, combined with a social/cultural traditionalism.
It is this outdated, classically leftist economic program of Nationlist Populism that is the reason for the overlap between Trump's movement and the 2016 Bernie Sanders campaign. It's important to remember that exit polls in West Virginia for the 2016 Democrat Primary had 4 in 10 Democrat voters for Bernie stating that they would vote for Trump over Hillary in the General Election. The same reason explains why a Democrat is currently in his second term as governor of Kentucky, or why Democrat Senator Joe Manchin of West Virginia lasted as long as he did. If you look at the last Kentucky governor race, it was actually the eastern, "coal-country" counties that went blue. You are almost correct. It is a continuing resolution and temporarily funds the government until the real bill (budget or - God forbid - an omnibus) is passed.
You are wrong on the "senate confirmation". A CR is a bill - just like any other bill. As it is a spending bill the House must take the lead (or the Senate can make one but the House must make it their own). All spending bills MUST originate in the House.
The House makes the bill, passes it, it goes to the Senate where they will likely change it and pass it back to the House. The House again makes it their own, passes it back to the Senate, and they have to pass it as well or repeat the process. Once the same bill passes the House and then the Senate, it goes to POTUS for either a signature or a veto. There are other important parts, like going to committee, but these are the main requirements.
All bills have to pass both houses of CONgress and be signed by POTUS to be law. Even the stupid ones that rename post offices for some retiring rep.
CONgress do these pretty much every year because they can't get a budget deal, both sides always want to add pork for themselves or their districts, and the other side delays and threatens to shut the govt down if they don't get their pork. It really should be called a CC - CONgressional Chicken.
