Most likely a psychopath. Psychopaths are at the top in all fields - especially politics. They stick together for power even though they would happily stab each other in the back for more power. The pyramid symbol these types are so fond of explains their racket. A few at the top fighting for a place at the pinnacle, while the rest carry out orders to control or reign in the slaves that form the middle and bottom of the structure.
