Taking a look along the Outer Banks JT mentioned, the names "Kill Devil Hills", "Hollow Ground Swamp", Hatteras Island (Storm ref?), "Cape Lookout" National Shoreline kind of pop out. Not to mention the inlet to Cheasapeake Bay, which leads to DC. A wave there would be significant and focused towards DC.

Essentially with no people, you could put a nuke on it, park it outside a countries border, and drive/ detonate it underwater, but the resultant tsunami would look like an act of nature. Just looking at the resonance waves in that video remind me of some of the "resonance energy" demonstrations from Tesla's work.
