How do we know they are voice messages if they are encrypted? This also doesn't sound like any data modulation pattern I'm aware of, not PSK, MSK, PWM, anything. If it's voice encrypted in data, there is VERY little bandwidth here.
Voice messages do not make sense for secure communications. Text messages take maybe 1/100th of the bandwidth for a voice message. The shorter the message, the less exposure, with less opportunity for lack of clarity.
I love number stations stuff and this is very interesting indeed... the otherwise constant tone has only been interrupted once or twice before over the years.
