It was a WRONG NUMBER. The person answering the call was a private citizen, not a personnel officer from the company. If this mixup has been going on for a long time, I expect the person answering the phone was up to his Adam's apple in wrong calls and was a little testy on account of it. Probably made a racist assumption about the intelligence of the person making the wrong-number call.
