Yeah I already have seen police drones monitoring over carnivals and festivals in my area. The problem is when people in the security staff are in on allowing deliberate gaps.

They do. They also have secret service or informants with each county and city that is present during public gatherings. All of the streetlamps and cameras in so many places as well. They get comms in advance of anything like this going on, if they need security detail.

Making the speaking more complex with added imagery of bullet-proof screens would definitely assist in getting the message across to those that come to listen.

The drones monitoring rooftops is a decent idea, however that is a piece of logistics that needs to be fully prepared for. Typical drone can last at most 30 minutes on its battery charge in stable stationary flight, less if its a windy day, so you'd need several drones all connected to the same monitoring system, with battery backups sufficient to cover DOUBLE the event's scheduled time for redundancy's sake.
Edit: Another potential use of the drones is that if a shooter or suspicious person IS spotted, the drone can be flown in their face or in front of their optic to disrupt their aim so they can't line up a killshot. If they tried to shoot the drone they would alert the entire event. The drone can then be used to track the suspect and get them apprehended

The concept of a suicide drone bot has been used in conjunction with political violence elsewhere, and if drones at public events becomes fully normalised it increases the risk of that type of attack being drone activated.

Bullet-proof glass should be promoted, if not mandatorily required and drones are an extremely smart idea due to low cost and ease of use.
Just be aware that something like a 6 by 6foot square sheet of bullet proof glass capable stopping large caliber rounds would weigh over 500lbs.
