I think that the military posting these obscure messages about lack of appropriations and limited updates IS the communications blackout/rigging for red.
Q actually said in post 2615 that: "Reports of 'power grid' attacks (6 mo prep) should be disregarded. While attacks do occur, we are safeguarded by a 'Black Eye'."
I take that to mean that the entire communications grid for basic things like email/text is not going to go down either.
Remember the entire point of this is to minimize damage as much as possible.
All the public platforms the military uses to communicate are going silent.
That IS the communications blackout.
That IS rigging for red - what submarines do when they want to move silently and remain undetected.
Another thing I noticed is that [continental US] was one of two parts in brackets for the original communications blackout post.
What account isn't silent? Department of Homeland Security. CONTINENTAL US.
The other one mentioned in the RED 1/2/3/5/6 post is the Marines account. That's the only other one that isn't silent.
[continental US] was a hint at the primary agency other than the Marines that would not be going through communications blackout.

I am skeptical of the power grid attack post. China and cartels have been trying to do that for over half a decade. Theres tons of evidence for that. I really would like to know what that Black Eye is.

I follow Praying Medic on Telegram and X (and Rumble!), and he was saying he was having dreams about comms problems and suggested more people learn to use HAM radio or other alternate means of communication. It was freaking me out a bit, because I really wasn't inclined to go through that and spend the $$. So, I prayed about it and you can take this with a grain of salt, but here's what I believe the Holy Spirit told me:
While comms problems / blackouts are likely, they won't be long-term so don't spend a lot of money. (I bought a portable CB radio for emergency use for $125, ). Also, it will mostly affect M$ / Windows systems. I've been using Linux for 10+ years now, though that means it has the potential to affect a LOT of people.
