Punish the person who contracted the work also. Everyone who hires landscapers to mow their grass, contractors who go shopping for day laborers because a homeowner hired the contractor to do a job. May be easier to take the remittance, many may decide then to self deport, then it would be easier to find and deport those that stay.

There are actually many, many citizens who have retired and moved overseas....lots of them prior military. When we finally pull the plug, we plan to do the same... for at least part of the year.
