2 things to keep in mind:
1.) Andrew Jackson declared Martial Law in New Orleans but while as a general, not president. The only two presidents to declare Martial Law were Lincoln and US Grant. Oddly. For some reason Grant always seems to be forgotten... Wikipedia (barf) doesn't mention him in their list of times when martial law was declared. Really odd.
2.) The Coast Guard and Navy, and therefore the Marines, are not restricted by the Posse Comitatus Act. These military forces can be used to assist civilian police forces to make arrests, without having to require the Insurrection Act and so without the approval of Congress.

So JSOC is the only unit (and parent SOCOM) to be deployed on US grounds at any time without Martial Law being declared. They must have a domestic liaison officer though. Think FBI
I was in a very secret JSOC unit for several years. Yes, we were deployable to anywhere in the U.S. Our chain of command went to JSOC - SECDEF - POTUS. I never knew of any FBI/Federal liaison, but then again, that could have been above my pay grade.
