Here's how I see it. When they want to broadcast, they will. They have the EBS, Giant Voice, etc. The military can take over the network satellites via back doors and broadcast whenever they want if networks refuse.
I imagine, when they want to take it all over they will, they will broadcast a message on a loop every hour, on the hour for a day or so. Then add new information the next day and they will keep repeating it for as long as it takes for them to get all the evidence out that they plan too. They don't need the Superbowl to do it. People will watch / listen to the daily military broadcast, then will be discussing the information and speculating on what might be on the next scheduled broadcast.
It will be like people discussing a close superbowl game on the following Monday but it will be every single day and it will actually be important, world changing topics. That's why the comparison to SB and puppy bowl.
