Twitter accounts are usually outsourced to underlings. They probably get a glance from the top brass unless it's something important.

There's a distinct possibility that almost all of the people we've been looking to for guidance with all Q related stuff are just followers like us (or trolls) that may or may not really know what they're buying into. Take General Flynn. Maybe he just heard that it's a group of strong religious patriots that adore Trump and fight for justice? (I don't believe this, but it's possible)
That said, I think Flynn, being former intelligence, is professional and smart enough to know not to go around endorsing stuff like that if you don't really know what it's about.

You seem to be implying that for the plan to work Miller would have to have been kept on. I would not have expected Biden to keep Miller and I'm sure Trump, who we know is a stable genius, didn't expect Biden to keep Miller on. So the fact that Miller is not part of the Biden team I would say has nothing to do with whatever plan may or may not be in place.

Some info regarding this photo from a former Air Force planfag.
The 374th Airlift Wing is the host unit of Yokota Air Base near Tokyo. These F-16s are from the 13th (red tail stripe) and 14 (yellow) Fighter Squadrons of the 35th Fighter Wing (tail code WW). The 35th is the host unit of Misawa Air Base in Aomori Prefecture (far north Honshu). The "WW" tail code is in honor of the 35th Wild Weasel heritage. The 14th Squadron is a Wild Weasel squadron.
