Actually, I looked back and it appears the newly elected president does not give an actual SOTU speech in the year they were sworn in; excluding if re-elected. Newly inaugurated presidents generally deliver an address to Congress in February of the first year of their term, but this speech is not officially considered to be a "SOTU."
So Biden not yet presenting a speech before Congress is technically correct.

Wow! Not that I expect any big revelations, but if he’s talking, I’m listening.
I wonder if he'll bring up the election and say he still wants this one fixed like he was saying before the inauguration. The speech could happen right after big news breaks regarding them, like the Supreme Court accepting to hear them, so it would technically be topical and not just him forcing it into the conversation (which the media would mock).
