Instead of UV they could use a harmless radio-isotope to track its movement in real time.

I believe the ballots already have a unique number printed on them, seems no need to print another one.

The second part is why you need a blockchain - to record the unique IDs (and its associated metadata - like location etc) in a place that is accessible but tamper proof.
Blockchain is a peer-to-peer storage technology, where in addition to the hash and the algorithmic signatures, the important aspect is that its distributed and stored on all the computers taking part in the network.
The QFS comes into picture because traditional blockchain can be manipulated by someone with computing power that is comparable to the entire blockchain network. A lot of us believe that CCP and CIA have large number of computers in the Three Gorges Dam and other areas in China where electricity is generated.
