Hand is basically a hand count. Forensic finds the fakes like the Chinese ballots. Also it checks to see if if it was hand filled in or a machine. There are more steps to it but I dont think they have announced exactly how they are going about it.
You are right, forensic is measuring physical characteristics precisely and is acceptable court evidence. They did do something with UV in the beginning, then concentrated on counting. I think they probably did that to samples in each box. That would give them some hints on proceeding later.
