When Russia refers to this they are talking about the fact that the government of Ukraine has been trying to create and enforce a "Ukrainian" ethnic identity upon the entire population of the country. They are trying to cleanse and erase the Russian identity of at least half of the population. This is akin to a "nazi" program in the context as learned by people in the Soviet era, and which continues today. That is what they mean by denazification: take out the govt people and programs who are trying to chase Russians out and suppress their ethnic and cultural identity. Everyone in Europe understands this and that's why they choose to ignore it and not mention it at all.
