I think trump doesn't even have to be in Congress. They can elect anyone speaker. The only way it would work though is for Joe to be 25th'd, and Kamala sworn in, but not confirm a VP. Then they have to have some incredibly bad dirt on Kamala, like the most blatant illegal thing you could imagine that would force her to resign.
I think it would have to be done like that because I just can't imagine a scenario where they'd impeach them both.

Conviction requires a two-thirds vote. This will never happen, even after the GOP wins all the seats giving up by dems in November, they will still not be able to get any dems to cross sides to make the 67 votes required.

Under the Constitution, Trump does not have to be a member of Congress, as regular citizens can be voted in as Speaker of the House by the elected members. If it's a red wave in November 2022 for a majority overthrow of the Dems (which it is looking a very likely possibility) and a House member nominates Trump as Speaker - he's in! This would be a great option.
The question is then, What would be grounds for impeaching both Biden & Kamala? And would it be two separate hearings or one inclusive hearing for both for articles of impeachment?
Who else could Trump, as Speaker impeach? Think of all the corrupt dept heads, SCOTUS, Fed/State/Local Judges, Senate and House members! Haha!

Successful impeachment isn't necessary. Just the threat of impeachment; better known as the Nixon model. If the corruption is embarrassing enough, Democrat party elders would offer the route of resignation rather than the humiliation of being tossed from office.

It could be he, or rather the assigned attorneys and lawyers, produce so much overwhelming and concrete evidence in these hearings/Senate impeachment trials, that no one would think he's a tyrant or dictator for power and control.
Strategic Option #1 So, hypothetically speaking, if Trump was Speaker this is how the strategy would work;
Trump brings articles of impeachment on corrupt Senate members. Once impeached, new open seat special elections to fill those seats. This would insure 67 of 100 Senate members votes for a 2/3rds Republican/MAGA majority impeachment of these corrupt politicians.
This would work then to impeach future Congressional, Executive, Legislative & Judicial branch corrupt individuals. And corrupt agency/dept officials.
Executive Branch is next for Biden/Kamala impeachments
Most importantly, once Executive branch is cleaned-out and Biden & Kamala are impeached, Trump as third in line for the presidency, takes his rightful place as POTUS.
*NOTE; TX just held it's 2022 primary and Trump endorsed 33 candidates. All 33 candidates won their primary races! He's 100%, so if Trump were to endorse candidates in Senate special elections for a 2/3rds majority, it would be very high ratio possibility he would get the 2/3rds wins for a MAGA -majority. We win to proceed with corrupt impeachments when the articles reach the Senate for impeachment trials!
This could all take some time to accomplish, but it's do-able to DRAIN THE SWAMP!
Or, simply, WE The People vote these corrupt politicians out!
And once they have all been impeached, they will never be able to hold any political seat ever again! Nationwide!
And once a majority in House & Senate is attained, our elected Reps can introduce Bills such as 'Term Limits', 'Member Tax, financial & market trading audits' both self and family members. Legislation to reverse/repeal SES 'no-fire' dept. employees. Many of the high level dept officials are SES and politically biased and can therefore be fired. Legislation for immigration reform, national security (build the wall), border reform, energy independence, education reform. Industry & jobs, economic growth, trade deals, foreign tariffs, foreign corporations setting-up business 'shell companies' in the US; foreign land purchase in US, etc, etc
Our Fed Gov't needs to be drastically reduced and the power shifted to state/local gov'ts which is what our fore-fathers intended. NO MORE BIG FED GOV'T! As it breeds corruption, power and control sociopaths like Pelosi, Schumer, McConnell, Schiff, Biden, etc.

Red Wave in both House & Senate in 2022 for a majority in both.
Trump is reinstated as legit POTUS after AZ, WI, MI, PA, GA decertify 2020 election.
Trump serves out the remaining of Biden/Harris term - 2 yrs.
Trump wins 2024 election for a 4 yr term.
After Trump's end of 2024 term in 2028, Trump is nominated by members of House as Speaker and serves to impeach all above mentioned in Strategic Option #1 as listed above.
So, Trump would serve 2 remaining terms, then POTUS for another 4 yr term, then Speaker for a 2 yr term (or more) to Drain the Swamp completely!

The executive office, and even Congressional offices, are fairly untouchable. The holders of these offices can even legally continue to serve their terms in prison unless they're formally impeached and removed from said positions. There's been at least 1 or 2 congressional members who literally did serve while in jail through our history.
