It does appear as if this was embedded in a larger segment that could have been designed to either A) denigrate Virginia Thomas or B) highlight Virginia Thomas trying to inform Mark Meadows about "dangerous conspiracy theories". Without more information it is impossible to know. But nobody would actively edit out all the context if they were not trying to push an intentionally misleading narrative.

Each state runs its own elections to elect the senators and congresspeople that they’re sending to Washington, and the electors who will represent that state when the electoral college chooses the president. Printing the ballots (which in most if not all states are a single piece of paper marked for all local, state, and federal offices) is up to the state.

It's in the Constitution that states run their own elections. Each state is responsible for the election that then sends their representatives to Washington. It would need a constitutional amendment for elections to be run federally. It's another part of the federalized system, where a good chunk of power lies with each individual state to do it their own way.
This is a perfect example that there is misinformation/disinformation/fake news coming from all sides. The worst thing we can do is try and persuade others with these tactics. We are in it for the truth which is slow but will eventually prevail.
