No, when the water level in J gets to the pipe connected to L, the water level in the pipe between J and I will never get high enough to go into I.
They got me twice! I'm sitting here trying to decide if H is supposed to have a bottom or is the answer none of them. Oops, another blockage!

My pick is F.
F cannot fill up because D must completely fill up first. J cannot get a drop of water until D can bear no more, and C is allowed to fill up to J.
F cannot get any water until J is filled, so F can't fill first.
A drips to B, drips to C, drops to D, drips to G.
G fills up, then D fills up, then C can finally start filling.
Only if the system is pressurized, or the mass of the water is sufficient, will F, H, E, or C ever be filled, simply because they don't have a pipe which enters their volume at the top.
Edit: Hot damn, there are blockages. I thought those were just graphical, not part of the puzzle. Silly me...
L will fill first, then.
Idk if the picture is drawn the way it is on purpose but D is completely cut off and will never fill according to the drawing
It has to be F because it’s full level is lower than the connection of L and J so until everything lower than that point is full it won’t fill up and drain down
I picked G originally, assuming the blockage lines on D and H were graphical as well.
Good points. I think L will fill up first.because it has a pipe that enters from the top followed by F. K can't be filled because J feeds into into it through I. Plus the exit from J is at the bottom and the water must rise up to enter I before It can enter K.
Depending on the weight, L could fill up almost exactly at the same time as F.
L gets a drop, and then the weight of the water pushes the water through the tubes into F.
F can never be more full than L.
L, therefore, will fill up first, and then equalize with F, and then fill up again.
D is blocked...so it cannot fill up at all. So D, G and E are useless and will never fill and neither will H as it too is blocked.
And J will never completely fill as it will spill over into L and F before it fills So F is the answer.

L is too high. F and all the lower tubes will fill up before L fills up.
F can't fill up unless there is pressure in the system.
Water can't drip up.
According to my hubby (A PhD in Physics and a real genius) there is nothing in the system creating additional pressure. So the water follows the line of least resistance. He agreed with me it had to be F.
Gravity offers resistance though. The weight of the water in F means that L's weight needs to push down, right, and then up with enough force to overcome the weight of water as it builds in F.
