Depends on if you use the left’s definition or not. They would argue your right to water means you can steal it from anyone because you need it or that the government should give it to you for free. But if you think of it like the second amendment, your right to water just means the government can’t restrict your access to it, whether that’s cutting off your supply for not complying with something or banning rain water collection.
Why would we be using the left's definition here? That's sort of my point. This meme wouldn't be out of place on /r/politics on reddit. The right you describe here about access to water (or food, healthcare, etc.) is just the right to property; which itself is derived from the right of self-ownership.

There are currently communities in the US barred from collecting rain water because no right to water exists.
Mineral and water rights are an interesting legal concept. Of course, once you have purchased property that has already had them "removed" it is impossible to get them back.
By the same token, water rights can be purchased and there are still properties that have water rights intact and included with title. So if it is important to someone, they can find a property where collecting rainwater is an included right.

Water isn't a human right. We don't do positive rights because they are promises that can't be kept. Is food a "right" during a famine? Is water a "right" during a drought? Is education a "right" if the teachers boycott? Hell, it's not even a "right" for the kids who have teachers. They go to school and don't learn a damn thing. And don't get me started on healthcare being a "right." You have no right to drugs that I own. If you want to exercise your "right" to my drugs, you have to pay for them, and the same goes for my medical advice. If you want it, you have to pay me for it. If government forces me to give you my drugs to satisfy your "right", it has stolen from me and violated my right to own my own property, and if it forces me to give you my medical expertise to satisfy your "right", it has forced me to work involuntarily and without compensation. That's called slavery.

The only rights that exist are promises a government can actually keep: the promise NOT to do things. We won't stop you from saying what you want. That's a right. We won't steal your guns. Just to name a few: Digiorno, Stouffers, Cheerios, Hagen Daz, Perrier, Starbucks, Beneful dog food, Baker’s chocolate, Kit Kat, etc. The best approach: make your own food, including baby food. Do not eat ANY prepared foods. Make your own breads, ice cream, etc.
