To me, it takes a bit of a cognitive leap between those two statements. I don't see how the DOD Manual condition exactly matches the next sentence. The weaponization of the 3-letter agencies is certainly another hostile act against the people, but how does that equate to "not factually governing"?
If you are lie and fabricate evidence to mislead a judge, to obtain illegal search warrants, to violate your main political enemies' rights in an effort to find evidence to collaborate the lies you started with, that is not governing, that is treasonous activity. Remember all the redactions of the affidavit? They are not protecting national security; they are hiding their corruption.
