Sorry, but we're NEVER going to "end homelessness." It's not just a matter of money, there are many reasons people are homeless, and much of it has to do with unpredictable human behavior. Some people are willing to sink to the lowest level of existence as long as they can eat every once in awhile and find a place to sleep. I've met and known these people and they think differently from the way we do. Never forget, Jesus said that the poor will always be with us.

A lot of people feel bad for the homeless because they believe the homeless are the same kind of people they are. But they're not like regular people. Homeless people are usually on drugs and have some kind of mental health problem, perhaps caused by drugs. Every so often a regular person gets down on their luck and ends up homeless, but they can usually pull themselves out of it so long as they stay away from drugs and stay focused on improving their condition.

But seriously, there probably are homeless charities, foundations, etc. that kick money back to the swamp creatures. The creativity of criminals can be quite impressive.
But you can build sanatoriums and sweep people off the streets into these facilities and figure out the best course of rehabilitation/assistance for them from there. Not saying it is a good idea, but it is the only way you could "end" homelessness.

90% of charity recipients were homeless.
It cost $580,000 over 10 years to set up a single person to not have to be homeless. That doesn't include grants, vehicles, housing vouchers, job searching, food, gas, counseling, other medical, court fees, etc.
The success rate was under <10% in the first year when I took over, I left behind far better numbers.
There is no way to end homelessness, but it is possible to mitigate it.
With $20b I could help less than 3,500 people.
Of that, only half would succeed.
I was very good at my work. I doubt the government could beat my numbers. All our money was private / corporate donor.

The thing is, without a fiduciary requirement for assistance (my biggest hang up with those above me) many people will blow it on drugs and bad decisions, ending up homeless again.

OF course Congress wants to send more. They feel like they are backing racehorces or betting on outcomes. Also the giant laundromat has been started up. Some of the big names will be raking the moola in. Also, most of that money is going to arms manufacturers, stateside.
They should start by making it possible for people to work without a ton of bullshit like vax restrictions and alot more and then make it possible to actually earn a living by doing so, and if they want to give money then help people with disabilities and vet/health care.
They could also extract and refine natural ressource like petrol, create more manufacturing. Thats how you make thing move forward.

But how do you convince a drug addict to stop spending his money on drugs and pay for a home? How do you convince people to go to work if they refuse to support themselves? How would money fix either of those problems?
