They are in no way a viable long term solution (solar has plenty of applications both large and small depending on location, but it isn't a reliable source of energy in many places due to weather ... wind is almost totally worthless).

He also has a history of working with or for government contracts, for example SpaceX. So it wouldn't be like he would block the USG/DOD from having the same degree of access as they likely have now on international to US based comms.
