I am skeptical. It's not a difficult concept he is explaining and there was no need to use a movie reference. I reckon he's acting. Maybe not, maybe he was just pausing for effect and dumbing the point down for the morons who watch commercial TV, but this seems unnecessarily exaggerated.
I think he was contemplating using the line, "My name is Inigo Montoya, you killed my father! Prepare to die!"
And instead thought better of it and just used the analogy of Inigo's commitment to end the life of his father's killer, regardless of the personal danger or sacrifice he might have to endure.
