It is FAR more likely that this was that particular Seaman Apprentice's first time doing Colors, and he fucked it up. They are at the POA and saluting - they can't fix the flag until after Colors is completed.
Without multiple videos of the same ship (or multiple ships) doing this, then it's just an ASVAB-waiver squid screwing up.
As a former sailor who has seen this happen, he'd be "popped tall" in front of the C.O.'s "at sea" quarters/office waiting for his ass chewing. Then, he'd go to see the CMC (Command Master Chief), then his Department Officer, then his Departmental Master Chief, then his shop Chief and LPO, and if there's any ass left to chew on, he may go see the Battle Group Commander, usually a 1 or 2 Star Admiral. And then he'd be standing endless hours of watch, possibly the dreaded "fashion show," and probably something creative like writing a 5k word essay on the history of the US Flag, what it represents, and what the US Flag Code is for, only to have it crumpled and torn up in his fave without ever being read by anybody.

I would have automatically believed the narrative being pushed in this case because I have several family members that were career Navy and I've never seen them cut any corners or fail at anything. Every detail must be perfect. Every time. No exceptions. I need to remember that we're all human and everybody was a beginner at one time. Thanks for your service to our country and this board.
My buddy had his first night standing duty chief in port on a sub, and someone unclipped the line off the flag and replaced it with one that was way too short and no one noticed.
So, his first time doing colors, with the damn CO standing there watching, the doofus trying to raise it could only get it up the pole like a foot. Jesus Christ it was a sick burn. We never figured out who set him up, but he leaned a lesson that day. When taking over as duty chief always make sure you got the colors and stuff ready to go and it’s not all jacked up.
It's CV-73 George Washington. The pick up in the very front is a Ford Ranger FX4 - Level 2, according to the sticker. That car came out in 2007 if I remember correctly.
So it could be quite old, but it is definitely not from 2001.
Edit: Scratch that - that car came out 2003 or even earlier.
It could very well be in relation to 911, or simply a mistake by a young sailor.
The flag over the mantle is wrinkled, tattered and stained-the state of the nation and when our Republic is restored, I will put my fathers flag over the mantle.
It’s not a secret code or signal, but it is a punishable embarrassment if one is in the military. Looks like much ado about nothing. Video appears to be old based on the vehicles in the shot and as to the flag, far more likely that a young sailor fucked up rather than an attempt at disrespecting the flag/country.
Besides, flying the flag upside down from a naval perspective is done to indicate distress, not disrespect.
