You don't even need the ID necessarily. In my State all you need to change someone's registered voter address and receive an absentee ballot for the next election is their name and birth date and you can update it online.

Sounds like a good way to get bed bugs, tuberculosis, and God knows what else. I friend of mine who worked at the DMV ended up getting some rare lung disease and the first thing they asked him when the test came back was "Have you traveled to Central or South America recently". Lets see how good these apartments look in one year and then two years-probably not very good. When you give things to people they tend not to take care of them. I can see this happening to these apartments. Our government in "charge" now believes they are helping people when they are making them dependent (and I believe they really know this, and it is part of their plan).
Dublin illustrated an effective response to such things. These people are opportunist parasites. Take away the benefits and they'll move along.
