Uh - no. There are only a handful of people in the US right now that require this kind of security around their transportation. Elon or Zuckerburg are not among those. Biden and Trump are really the only 2 that require that much security. Presidents that have been out of office for longer still have protection but not at this level. The agents are gradually reduced as the current threats dissipate. I doubt Carter has more than 1 or 2 at all times. Since Trump is a candidate and an former President he naturally gets more USSS than say Obama or Bush.
