Congress is voting on funding now necessary to restock the massive number of missiles Israel US & allies used in that huge Iranian attack so this makes sense as an incentive to vote the way the CIA & Israel want without risking another missile attack from Iran until they have fully restocked their defenses (using US Dollars).
Russia has provided Iran with S400 & S500 Missile defense systems capable of tracking F35s so it would behoove Israel to ELINT probe Iranian air defense in this manner prior to commencing a full scale attack so they can map their locations for destruction in the first wave of a real attack.
