The artist is Lena Cronqvist. There seems to be a series of similar pieces of "art" featuring the same children and dolls. Lots of her other works are distasteful and creepy.

eh, my brain interpreted them as dolls and my descriptive abilities are a bit poor. So i looked pretty hard for any evidence it was in Parliament in Brussels and couldn't find a single photo or anything saying it was there. There are a TON of people saying it is there since last year. The origin seems to be some random twitter person posting this same photo.
