What are the times of the respective video clips? Everything I've been able to find shows Jill arrived in Paris around 10AM EDT today, or about 4 PM Paris time. Assuming Joe's speech was prerecorded, she could easily have been in Paris by this morning.
The probably shot the video the day before, hence why Biden’s watch was set to the wrong time.
