This is going to be unpopular, but I'm all for this. Everyone paying a flat fee, regardless of usage, is socialism. Paying for what you use incentivizes people to use less. People won't be so cavalier about flushing whatever they feel like down the drain.
They’ve been rating sewer bills like this in central Alabama for years. Some get charged sewer even if they’re on a septic tank system. A lot of fraud was discovered years ago and now the people are now paying for it.
Where I live in Dutchess County, NY, there is a company that tries to pretend they are a public utility, allowing them to do all sorts of things an actual private company wouldn't be able to do, like issuing bonds (well, they get the County to do it for them) to pay for their projects, and those bonds may be 40 years! And then, even people who aren't connected to the water system still pay, at half the rate, for the project (because they MIGHT connect some day). The level of fraud and incompetence in NY is so high, such that any publicly funded project or entity is going to either be fraudulent, or corrupt, and usually both.
Yup jeffco alabama tried to charge me a "non-use" fee for sewer cause I have septic. It went nowhere.. your charging me for something i dont use.. like getting charged for cable when I dont have it. Suck it.. the public service commissioner wasn't impressed with that idea..
They backed off
but yeah sewer in Jefferson county is corrupt.. thank ol Larry Langford for that one..

Now if you fill your pool or spa, that water isn't going into the sewer system it's going into the pool to stay there. You can send a note via email now to our water department and they recalculate your bill without all of that sewer usage when they see the gallons of water usage, above & beyond they know you are feeling a pool.
You are talking about storm sewers. Watering your yard and garden that would include rain, that goes down the storm sewers.
The other sewer is the expensive stuff, carrying the waste of every toilet, are the waste sewers.
We are not charged for storm sewers not here anyway. We are charged for any water that we turn on that goes down the drain... Not the grass or the curb.

I worked for my local water utility for 20 years and I can tell you that what you pay for water, and the accompanying sewer charge, is far and above what it takes to treat the water/sewage and to maintain the systems. It is, for the most part, a tax. Anything over and above the cost to maintain the system goes into general revenue, if your water system is owned by the municipality like mine, or into company coffers. And, if you have annual rate increases, as we have where I live, don't forget about compounding. For example, if your utilty increases rates 9% a year over 6 years, as our utility has done in the recent past, it's not a 54% increase. With compounding it's actually closer to 68%. Add in a few smaller increases in subsequent years and they have doubled revenue in 10 years. And, most of that is pure profit.
In Illinois I have argued forever that water in isn't always water out. Our water/sewer bill is a lie. I have friends that can't or won't water their gardens because they can't afford that water out part. Nothing ever gets solved or challenged in Illinois. It's way too far gone.
Our enemies don't need to try to take our guns to grab our land... they natural desaster it or price us out of it... it's how they get the useless eater heards to migrate at their own expense.
In Missouri, our sewer charge is based on the amount of water we use. It's been this way as long as I can remember and in both towns I have lived here.
Bottom line: pay what we demand, slave. The balance of power is totally on the side of our overlords. It's like dealing with the globalists, these turds have taken over everything and all the people do is bleed to pay.
PA resident here...I have a well but my sewer alone is $110/month. I know people who have water and sewer around me closer to $300/month...it's nuts. Of course not a free market system so they can charge whatever they want essentially.

The various river authorities, water districts, taxes, fees... were $90, with your rate as if every drop went into the sewer. Then the water was billed at time of day, season, & higher fees per 1000 gal on high use days on not your lawn water days. It was such bs. A irrigation meter started with the same base fee's and per 1k gallons fees. That was pointless having one. They wont tell them that. Sure get another meter. The big majority of the water we use goes to the yard and garden. It's incorrect to assume water usage is sewer usage.

My district averages 3 months of winter usage and uses that for sewer billing for the year.

I live in CA. Water has been metered for us from the git. Right now I'm paying ~$85 every two months with minimal usage.
