Not true. Most places will let you report them missing whenever. No time restriction. Because of liability and public perception. Im sure there are few places left that make you wait, but not too many anymore
For adults, yes. However - you can call and report it but from what I understand they won't act on it until 24 hours have passed. There may be caveats on that as well, like if the person made statements that they were going to harm themselves .. or others.
Even if the police didn't act on it when it was reported to them, there is a record of when it was reported.
