I was tempted to vote for Obama in '08 because of Bush giving tax cuts to companies outsourcing their work overseas. I was involved with IT finance at the time, and I remember when the IT help desk was outsourced to El Bonia. The helpful people lost their jobs and then we had to put up with thick accents and a lack of knowhow.
But when Obama was president, I do not remember hearing anything about him repealing those tax credits to such corporations. He promised so much on his campaign trail, but after that "God damn America" stuff came up, I just reluctantly voted for "not Obama." Democrats whined constantly about Bush blessing the outsourcing of jobs overseas, but unless I'm mistaken, they did nothing to reverse it when they were in control.

I guarantee you most of these call centers already consider themselves 'speaking proficient English' and they'll cheat the tests at an institutional level to get around it as well. Tariffs are the way.

What they don't realize -- because their language instructors don't know it themselves -- is that English spoken at 78rpm in a singsong monotone is unintelligible to most native-born English speakers.
I've often felt sorry for a lot of call-center grunts who've worked their butts off to be good at their jobs, only to discover that the "fluent English" they've been taught is all but incomprehensible to customers in English-speaking countries. It's got to be bitterly frustrating.

He was asking me "what's occurred?" meaning what's happened, but he put the vocal emphasis on the second syllable of "occur" instead of the first. The whole thing was torpedoed by a small mistake.
