Not an image but, even so, I've never seen an image open in two tabs.

Same happens in Firefox unless "pop-up windows" are disabled ... so one opens as a normal tab and the duplicate opens as a "pop-up", although the result is the same for both (new tab).
As long as I remember, I can click anywhere on the ๐weet other than "Show more" and it opens once in a new tab, so no biggie, just puzzling :)
TECHNICAL ISSUE:
When clicking on "Show more" in any embedded ๐weet, it opens the same original in two separate tabs. So, I now have the GAW copy and two more on the ๐/twitter site. This has been happening for many weeks/months.

For example, your qagg link had "?page=3" but, after a few hours, it would probably drop down to page 4 or 5 as new posts are added at the top.
If you were following ten other people, the same Elon post might have been on page 28 ..... and linking to it would be useless unless everyone was following the exact same people you were following.
On your most recent attempt, you were probably more persistent in your search ... and it 'magically' reappeared ๐
The way to link to qagg posts is with the (share) "<" symbol on the top line, which gives you:

Note that they look like the same post but the second one is a retweet.
You could also do a search and then copy the URL from the address bar, e.g.:
