There are other documents that "suggest" citizenship, but don't legally prove it - Global Entry, NEXUS, and Sentri cards, and an Enhanced Drivers License (issued by border states to be used as ID when crossing a land border).
Note that a Real ID drivers license does not prove or imply citizenship -- they are created to a certain standard to prove identity, and verify legal presence, but not citizenship. They are available to other people who are in the country legally - visa holders/green card permanent residents, or otherwise legal aliens.

There are a lot of rules (under the Telephone Consumer Protection Act of 1991 and later laws) that deal with anti-spoofing, anti-spam, junk faxes, etc.
Unfortunately, most of the spam with spoofed numbers originates outside the US, so is difficult to track down.
Clarification: bandwidth.com is T-Mobile US' wholesale call center calling/texting services, which is exactly what a call center (legitimate or scammers) would use, hence the need for fines. The fines likely come about due to the expense of the telecoms having to track down and stop the spam/bad messages.
Lobbying is a lot less expensive than most people realize - a vote can often be bought for well under $10,000. Even if you pay that price for every vote, total cost for a small bill can often be under $1 Million for a bill, assuming there's no other big money interests here, since not all votes would likely need to be bought.
This is chump change for a large corporation and some individuals.

A bond market basically appeared in the last few months where there was none - municipals are well over 5% and giving plausible yields, assuming we still have a US Dollar in 10 years.
(It is unlikely for inflation to remain anywhere near this high for 10 years - typical conservative long term stock market yield is 6% and that beats inflation somewhat handily)
