Federal troops, typically not legally armed stateside. National guard are different and can be armed. When I crossed state lines in uniform with our weapons, they had to be locked up in a secured vehicle and guarded, while we used the state troopers approved paths.

I do not believe I've ever seen nor heard of US Military openly carrying arms (I think several of the soldiers you see walking are openly carrying rifles) ON US SOIL, OFF of any Military Base or Installation.
If they were simply transporting the equipment from one base to another, again; I don't think the trucks would have weapons openly mounted.
In short; I do not think anything in this video is normal, nor indicative of a "training exercise"

Disinformation is necessary. These good samaritans just trying to share the news just gave away troop movements. Therefore, I'm guessing some white hats immediately shared it from tons of accounts saying it's a different location in each one.
Was stationed at Fort Bliss until 2015 and participated in several large scale training exercises. This video is so wildly unusual and out of the ordinary. If I brought my Soldiers fully armed at a civilian truck stop, I would have been court martialed.
