This is a good question. Sentiment and sheriff office turmoil were against Arpaio. Penzone has kept a low profile, I doubt that many voters know the Soros connection. He may have won just as an incumbent. Clearly he is a trump card pulled out and they are desperate. He needs MUCH more publicity.
