I don't know how else to interpret this besides President Trump has the power to send an envoy ambassador to other countries to conduct diplomacy in support of peace deals the president has brokered, and that he exercised that power.
This is more presidenting in one day than whatever lame actor is playing Joe Biden has done in nearly a year.

Also that (( think I am remembering the times correctly) around the 11th of January President Trump's 1st term as president was declared to have ended at 4pm on the State Department's web page.
Which would have meant - sans devolution - that there was no president from the 11th to the 20th.
The state department, and anything they may or may not post on their website, has no effect on the constitutionally outlined time requirement for inauguration of a new president/time the previous presidency will officially end. According to the constitution the transition must happen at noon on January 20th. Even if the new president were not to take the prescribed oath of office, the previous presidency would still end at noon on the 20th, and the new presidency will start. Without the oath the new president just cannot use any official powers of the office of the president, yet the new person would still be president.

Yeah looks like it's passed both house and Senate, however I think the house voted in some changes.
Would that kick it back to the senate? Or a general delay to hammer out the changes?
If a bill is not signed within 60 days, it is not law. Congress, by itself, can only make it law by 2/3 vote.

If corporations can send brand ambassadors, Trump can send his own ambassador to highlight his accomplishments. It would be a violation if he represented US foreign policy while not being authorized.

I don't know, though it just seems odd to use both terms at once. Maybe Maralago (maybe more like the United States of America finally as sovereign land?) is legally a foreign county, or DC & the UNITED STATES OF AMERICA (aka corporation) is now the foreign entity?

Grenell was Trump's ambassador to Germany for a couple of years before he was made Acting Director of National Intelligence (because he'd already been confirmed by the Senate for the ambassador gig).
So technically he can be referred to as Ambassador Grenell, though it's more usual to address him by the more recent and higher-ranking title of Former Acting DNI.

I was taught that an Envoy is a messenger sent by a foreign power, monarch etc and an Ambassador was the representative of that foreign power, monarch etc and as the representative, negotiate and or speak for that foreign power, monarch etc
