It appears to be the arrest photo, that's over exposed, so this is coming from before the news it would appear, maybe the jail itself... or their processor? Where was this image released from? I can't find the actual arrest record, which is where that would typically come from (any help?). Oddly enough... it appears Fox went the other way and normalized it.
