Sigh, you are right, it is always about the money - always fake leaders wanting more fake money for fake actions to take against real people.
They want to make the pull back look all “science” and what not. They don’t want to make them look like arbitrary emotional torture techniques (which they were).
Another possibility is the lack of active awareness so they can take a harder swing next time since everyone is so accustomed to the mask now.
