I think Trump, Nunes & Kash knew who Rosenstein was loyal too. In the process of his Asst AG, they all let him do that old status quo of the DS swamp. And in that process all the bad actors were revealed. Whether it was optics or he was working as a gray hat, Rosenstein did exactly as they wanted him to play.
Rosenstein may have had an epiphany after his Trump-WH meeting with Mueller, but said nothing and did nothing. He let loose just a little info enough to keep both Trump team and DS guessing.
