More importantly, any tribunal of "justice" that includes the UN is itself a crime against humanity. The sooner we dismantle that corrupt org the better. Clandestine and I are both of the opinion that Russia et al will fail to resolve this through the UN. What I think he is saying is that the biolabs are the legal avenue to convene tribunals and prosecute the deep state, but when those tribunals happen, it will not be because the UN stepped in and fixed everything. In fact, personally I expect that Russia and BRICS will lead a mass withdrawal from the UN when their attempts to address this issue fail. How we get from there to tribunals is anyone's guess.
Yeah, I read it again and it says exactly what I thought it said the first time -- doing anything under the auspices of the UN is a joke. The bioweapons in Ukraine are a distraction. We don't need international commissions to try our own domestic traitors, this is a domestic military op to save the country.

Exactly. 5-D chess. Like it or not, the corrupt UN is the established legal avenue for international disputes. Russia presenting their case there will expose the players in a legal context. It doesn't matter how the UN will respond. The next moves will have already been planned depending on what the UN does, and I think it's a situation where the chess piece is cornered and forced into a choice between bad moves. There are layers to this that are tied to many goals at once, and we can't see them all, but the part of the strategy we can see is absolutely brilliant.

In this scenario some one has to draw first to break the stand off or negotiate a truce. The latter is off the table and the closer we get to Nov the easier it will be for the DS to ramp up the chaos and fear to take over. The Russians have no use for Mutual Assured Destruction; they are interested in a counter-military strike. Their metric is the "correlation of forces," which is how they stand vs. the U.S. after the first exchange. There are not enough nuclear weapons in either arsenal to threaten more than 20% of each other's population, even if we wanted to. Too many small targets. Don't confuse Russian practical strategy with U.S. melodrama fantasies of total destruction.
