Could be, could also be fake to drum up support for a new business that’s woke and doesn’t understand the consequences of a lie. I’d assume there’d be more businesses posting outrageous bills as well if this was common practice in that area.

The place could be like Commiefornia where they passed a law saying if you use 3 times the amount of your 'baseline' allocation (number that they come up with pulled out of their asses) that you can be charged up to 10 times the baseline cost for electricity.

Historically in UK and Ireland services such as water, gas, electricity, phone were nationalised. Which is to say government-owned and run - not by private companies. When I was a kid playing Monopoly I used to wonder what "utilities" meant because we just did not have them.
For whatever reason the government chose a 90-day (quarterly) billing period and that is still by default in use today even though the utilities were privatised long ago. I am not a customer but I think you can switch to 30-day billing if you want to.

What kind of battery do you use? In videos I watch of converted vans, they almost all use lithium, with solar/shore power/second alternator to charge the batteries.

The fast charge tesla out front sucks a 100 pesos worth of juice in the time it takes to get a fancy coffee. Even if 5 out of the 6 limpera they charged are profit, they just gave away 10 times that in E juice for the car. Suckers can't math.
