Like any other dementia patient he has his good days and bad days. They would either have to admit Joe is a total turnip unable to be president or "fake it until you make it".

I think this is a mask - forget about the Klingon forehead, look at the tear ducts which don't fit properly around the eyes. No plastic surgeon messes with the inside of the eyelid/tear duct areas. I think this is so bad it may be intentionally done.
The rest of the face is perfectly smooth, including the top of the head. Then there is this heavy mass of deep wrinkles on the forehead and the eyebrows look like they've been taped over. No way this is not a mask/bad makeup job.

This is slow motion and a short clip… easy to take a forehead wrinkle and make it look super weird on a short, repeated clip. I’m tired of falling for fakes.
