Also, he can't just "unretire". He is past the age where he could do that on his own. He can be called up to serve by the Secretary of the Army, but that is very unlikely. In fact if they did call him up it would probably be to try to prosecute him under the UCMJ for conduct unbecoming due to remarks Flynn made in Texas after J6. I don't think it would work, but Trump was impeached for a phone call so stranger things have happened.

That means that, if there is a recall, the officers can be brought back without an act of Congress or presidential recall.
So, yes, it is entirely possible he could be reinstated as "Active" at any time with full rank, responsibility, and authority.
