He may have been able to get one lucky shot off, but I don't see how he could have gotten 4 off in the time stated, but someone else more familiar with that bolt-action rifle can chime in here about that.

According to the research in this video, the kill shot came from the storm drain on the right hand side of the street. The driver stopped where he was instructed (paint marking) to allow the shooter to get the shot. The bullet, on an upward trajectory (from under curb storm drain) hit JFK in the right forehead, and blew off the rear of his skull.
