They have orders to fully engage if any shots are fired. Also the Army 10th Mountain Division is loading out to go to the border.

Why heavily armed?
Most of the illegal immigrants aren't carrying artillery. They are mostly weaponless and just want to cross our border illegally. Doesn't require massive firepower to repel that.
